Sogam: The Sub-Divisional Magistrate (SDM) of Lolab, Dr. Mudasir Ahmad (JKAS), has issued a formal circular directing all government and private educational institutions under his jurisdiction to seek prior permission before organizing any picnics, excursions, or educational tours.
The directive, issued through Circular No. SDM/READER/25/64-75 dated April 15, 2025, aims to ensure the safety and accountability of such trips.
This move comes in the wake of a recent tragic incident involving students of Government Degree College (GDC) Sogam, where two students lost their lives during a picnic trip. The heartbreaking event raised serious concerns across the valley about the safety measures followed during educational outings.
As per the circular, all institutions must submit a formal request to the SDM’s office well in advance, detailing the number of students, vehicle and transportation arrangements, list of accompanying staff or faculty, and written consent from parents or guardians. The presence of responsible supervisors throughout the journey has been made compulsory.
Further, the order stresses that only safe and well-maintained vehicles should be used, and all accompanying staff must remain in touch with the administration during the course of the trip. Emergency protocols must also be clearly defined and followed.
Copies of the order have been circulated to the Deputy Commissioner Kupwara, Chief Education Officer, concerned Tehsildars, Zonal Education Officers, and heads of institutions for strict compliance.
